The Ministry of Maritime Affairs and Fisheries (MMAF) is due to launch a English language skill competition on the Internet for its about 400 working-level employees,[link widoczny dla zalogowanych].

As the World Trade Organization's (WTO) new round negotiations portend drastic cuts in farm subsidies and the opening of agriculture markets,[link widoczny dla zalogowanych], farmers are holding continuous rallies to demand stable rice prices and incomes. The prosecution is breathing a sigh of relief at the news it is highly unlikely the bill of impeachment for Supreme Public Prosecutor General Shin Seung-nam,[link widoczny dla zalogowanych], but at this point that particular process is not important. Whatever happens with the vote at the National Assembly and whatever Shin decides to do with himself, the prosecution is in a predicament. If Shin is impeached or if he is not, few in the country think the prosecution can move forward and attend to its business under its current leadership.
The people have lost confidence in the prosecution,[link widoczny dla zalogowanych], as more so than ever before,[link widoczny dla zalogowanych], it is being accused of faithfully doing the dirty laundry of those in power. It has become known that over the past year,[link widoczny dla zalogowanych], in its investigations of the 'Three Major Suspicions,[link widoczny dla zalogowanych],' the scandals involving Jeong Hyeon-jun,[link widoczny dla zalogowanych], Jin Seung-hyeon,[link widoczny dla zalogowanych], and Lee Yong-ho,[link widoczny dla zalogowanych], it scaled-down and covered up some of the more important facts. A few prosecutors were found to have been very good friends of members of organized crime,[link widoczny dla zalogowanych], and when it was also revealed that they influenced these cases, they ended up having to resign.
It should also be noted that Shin will no longer be able to demonstrate personal leadership. Even if one ignores how his younger brother took money in the Lee Yong-ho affair, Shin's comments and behavior along the way have been a major disappointment to the people,[link widoczny dla zalogowanych], and even front-line prosecutors have felt shame for their leader. This will not have been the first time Shin was the subject of an impeachment move; when Shin was deputy prosecutor general last year, he was the subject of impeachment proceedings on the part of the opposition along with then prosecutor general Baek Sun-yong. He needs to stop and give profound reflection to what it would do to the prestige of the prosecution if he persists on holding on to his position after twice been disgraced in such a fashion in the period of one year,[link widoczny dla zalogowanych],
The people are worried about whether the prosecution will be able to function effectively as such, while it remains under Sin's leadership. The fact that he has been the object of an impeachment is a serious blow to the prosecution and its leadership. One doubts whether the prosecution will be able to go after violations of the nation's laws in an impartial fashion. Just what is meant by "strong government?" The scholars say this refers to a "state that is highly autonomous." When the state (government) repels all forces that would restrain it and it able to make its views the overwhelming norm,[link widoczny dla zalogowanych], then it has achieved
"state autonomy."
Achieving this requires three conditions, that there be reward, sanction,[link widoczny dla zalogowanych], and symbol. Reward essentially means "carrot." But the carrot is not enough. You also need a stick, but then the carrot and whip are not sufficient,[link widoczny dla zalogowanych], either. There has to be some sort of symbolic moral justification.
President Park Chung-hee ran a strong state and government. He really made it run, giving the country a carrot called high-speed development,[link widoczny dla zalogowanych], a stick called "the law of the fist," and the goal was symbolized by "the modernization of the fatherland." Despite the many side effects, his ideas of high-speed development succeeded, and the New Middle Class acquired such a taste for the carrot that they gave tacit support to eighteen years of the Park regime. Eventually,[link widoczny dla zalogowanych], after the instatement of the Yushin Constitution, he started to go too far with his stick. This caused the carrot to loose its flavor, and led to massive national resistance. A "strong government" that loses popular support is no longer a truly strong government.
The "government of the people," as it's officially titled, is also now declaring that it wants to be a "strong government." Now,[link widoczny dla zalogowanych], all of a sudden, the idea is to establish "state intentions" and do whatever it takes to realize them. If the government of the people truly wanted to be a true "strong government,[link widoczny dla zalogowanych]," then there would be no means to stop it. The problem is that the government has no reward,[link widoczny dla zalogowanych], sanction, or symbol in place.
When it comes to the carrot, the recent economic situation has made it so that the number of carrots the government of the people is able to provide has lessened dramatically. The people have no stomach for abstract ideals. You can talk about grand "historical tasks" until you're blue in the face, but if the economy slows down you're going to loose public sympathy. The government asserts the economy will get moving by the second half of this year. At least until this prediction proves correct, the economy will remain the variable most dangerous as far as the millennial-version of "strong government" goes.
The stick being used by the government of the people is becoming increasingly controversial as it comes to be seen as "political,[link widoczny dla zalogowanych]." It is only a matter of course that knives be drawn at corruption,[link widoczny dla zalogowanych]. But the very fact so many are asking "why now?" and
"why be so arbitrary?" is in itself a burden for an entity that wants to call itself the first democratic government in fifty years. The eradication of corruption,[link widoczny dla zalogowanych], investigations, and audits are all daily functions of the state which should operate objectively, not according to the momentary "resolve" of the government.
When it comes to the symbol factor, this "strong government" is invoking our relationship with the North. How finer a symbol could there ever be? The weaker side of this symbol,[link widoczny dla zalogowanych], however, is simultaneously becoming more serious. By this I mean division in the national consensus. Some disregard those who question by calling their view anti-unification agitation, but if this "strong government" truly wants to be what it hopes to be, it needs to demonstrate that "strong government" means inclusive government, not the government of one side of a national debate.
True strength comes from gentleness, although a gentleness far different from weakness. When Cardinal Kim Su-hwan says "the politicians aren't listening to the people," his lamentation is ultimately an insistence on the need for this kind of gentleness, a warning against becoming a "strong government" that has lost public support.

Korea's only power plant construction company Hanjung or Korea Heavy Industries and Construction,[link widoczny dla zalogowanych], has become a private company after 20-years of government control with Doosan controlling a 36% stake. There should be two main aspects to the opposition party's political struggle. One should be a strategic struggle that is part of the game of politics,[link widoczny dla zalogowanych], one focused towards the ruling camp. The other should be a struggle against the current government that seeks to represent wider opposition to the current political landscape,[link widoczny dla zalogowanych], presenting the opposition party as an alternative to what we have now. Political conditions always differ according to how strategically these two concepts are applied.
On Friday opposition Grand National Party (GNP) leader Lee Hoi-chang suddenly announced he was calling his party back to the National Assembly. This decision falls under the first concept,[link widoczny dla zalogowanych], and in terms of the political game,[link widoczny dla zalogowanych], it will be praised by some because returning to the Assembly is being done in the name of working to solve some of the problems facing ordinary people. Lee chose to untangle the political atmosphere so hurt by the impeachment bill affair by saying the issue of public funds is too urgent to wait. Still,[link widoczny dla zalogowanych], questions remain. Why, then,[link widoczny dla zalogowanych], did he have his party introduce a bill of impeachment against the Prosecutor General and his deputy,[link widoczny dla zalogowanych], and why did he declare a boycott on the National Assembly when he was going to call if off like this? What has the opposition party gained from this struggle?

The United States Forces in Korea (USFK) was learned Sunday to have formulated a Combined Master Plan (CMP) to return 25% of the land it currently uses to the Korean government. Hyundai Motor��s management is suspected of attempts to secure shareholders who support the current management by encouraging minor shareholders to collect Hyundai shares. Several parts suppliers have already stockpiled shares in Hyundai Motor, Korea��s largest automaker. Hwashin said the firm used 19.74% of its capital for the purchase of Hyundai Motor's shares. The company said the purchases were made for the sole purpose of investment. Another parts supplier, Donghae Jonjang, announced earlier that it purchased 340,890 shares or 0.12% of Hyundai stocks at W5.63 billion, which is equivalent to 62% of the company��s capital. Sung Woo High Tech said that on July 5 that it spent W1.46 billion to purchase Hyundai Motor��s 100,[link widoczny dla zalogowanych],000 shares.
The motives behind these purchases are under suspicion,[link widoczny dla zalogowanych], according to market analysts, since, firstly,[link widoczny dla zalogowanych], they all purchased Hyundai shares at about the same time, secondly, these companies supply their products solely to Hyundai Motor, and thirdly, they spent more than 10% of their capital on the purchases. The analysts, therefore, claim that Hyundai management is behind the share purchases in order to gain additional management-friendly shareholders.
It was also revealed that Hyundai Motor��s management has been asking its employees and its affiliate Kia Motors�� employees to purchase additional Hyundai Motor shares. Despite being offered several benefits for such purchases,[link widoczny dla zalogowanych], many employees complained that they were pressured to make the purchases.

The opposition Grand National Party leader Lee Hoi-chang claimed Sunday that there is more to the government's efforts at media control than a wish to simply suppress criticism,[link widoczny dla zalogowanych].
